If Luke Kromenhoek didn't have faith that FSU would address their offensive line issues and wanted a fresh start? I'd have no problem with that. FSU has had issues with that group for the past eight years.
It's difficult to develop as a quarterback behind a poor offensive line. However, FSU has shown the ability to fix positions via the transfer portal in past years, and they've hired a well-respected offensive line coach with a track record of fixing things quickly in Herb Hand.
Some folks have speculated Luke Kromenhoek didn't want to play in Gus Malzahn's offense. However, Mike Norvell's offense is an offshoot of Malzahn's. Folks say Malzahn's offense isn't known for putting quarterbacks in the NFL, but neither is Mike Norvell's.
Luke Kromenhoek committed to Mike Norvell in March 2022 before Jordan Travis had proven he had any inkling he would become the player he ultimately did. Some people have the misconception that Malzahn runs his quarterback to death and rarely throws the ball. I offer these stats:
UCF QB John Rhys Plumlee averaged 10-12 carries and 25 pass attempts in 2022-23 under Malzahn. Jordan Travis averaged 6-8 carries and 28 pass attempts as Luke committed to FSU. Luke also averaged 10.5 rushes in six games this yr. Those offenses ain't THAT different fam pic.twitter.com/KcQBMq8xpX

We saw the more Jordan Travis improved as a passer, the less he ran. So I'm not necessarily buying it was development, because you committed to a program and coach that hadn't shown anything in that department anyway.
